Dear Sir or Madam:

I am applying for graduate studies to the University of California at Berkeley and would like to explain some specialties of my application.

Unfortunately, I cannot pay application fee. As most of ex-USSR citizens, our family has no savings due to hyperinflation. Finances entirely depend on current income. My stipend, fellowship and need-based financial aid combined yield $50 per month, and my parents cannot support me. I spend all my income on living expenses. I enclose a letter from Mr. Shompolov, certifying that I have a financial need even in Russian measures. Perhaps, it is possible to grant a fee deferral for me. I understand that I do not meet the citizenship and residency requirements for it, but I hope that it could be possible to make an exception, taking into account my financial hardship.

Neither can I afford any additional score reports of TOEFL, GRE General or Subject. I have attached a photocopy of TOEFL test report and I will mail a photocopy of GRE Subject test report as soon as it reaches me, i.e. about January 4. If unofficial test results will be the only obstacle for admission, please inform me via e-mail, and I will try to find some sources to submit an official report within a week.

In general, B.S. degree is awarded in Russia after completing four years of undergraduate studies. MIPT features much more intensive curriculum than other Russian institutions and all general courses are completed after third year of study. I am also taking specials, and expect to receive B.S. in July 2002. Should there be any changes, I will inform you immediately.

Channels of postal communication between the US and Russia are very poor. At all times, I will stay in touch with you by e-mail to monitor the progress of my application and hope that all information from you would be duplicated by e-mail.
